Cities of the Cioeste participate actively in Plan of Integrated Urban Development


A estimate carried through for the Brazilian Institute of Geography and Statistic (IBGE) for 2016 pointed the existence of 27 regions metropolitans in the country, with population above of a million of inhabitants.

The regions metropolitans are constituted by different cities – generally constructed in the entornos of a metropolis – that they present a linked urban structure between itself. Being thus, it is common, for example, that a citizen lives in one definitive city, but it works or it studies in another one.

Ahead of this, the Statute of the Metropolis, sanctioned in 12 of January of 2015, determines that all the regions Brazilian metropolitans and urban agglomerations develop its Plans of Integrated Urban Development (PDUIs). The purpose of these plans is to establish lines of direction and projects that guide the urban and regional development, in order to reach better conditions of life for the population and joint growth for the cities, being reduced the social inaqualities.

In this direction, the Cioeste (Intermunicipal Trust of the Region West Metropolitan of São Paulo), whose integrant cities are part of the Region Metropolitan of São Paulo, comes contributing actively with the process of consolidation of the materials that will give subsidy to the PDUI-RMSP, congregated in a Preliminary Notebook of Proposals.

The Plan has been developed for cities of the Region Metropolitan, intermunicipais trusts and for the proper one Been of São Paulo. Representing the cities that integrate it (Barueri, Carapicuíba, Cotia, Itapevi, Jandira, Osasco, Pirapora do Bom Jesus and Santana de Parnaíba), the Cioeste has established the maximum of possible participation in this process and comes being exitoso in having its accepted proposals and projects in elapsing of the elaboration of the Plan.

It enters the diverse boarded questions during the development of the PDUI-RMSP is the macrozoning of the Region Metropolitan of São Paulo, form to define a referencial for the use and the occupation of the ground in the city, in accordance with the strategies of urban politics. Other demand, that happens on the cities that compose the Cioeste, is for the advance of the process of recovery of Rio Tietê.

When considering that the exercise of the citizenship happens mainly in metropolitan scope – since many citizens inhabit, works, studies and transits in different cities throughout its routine -, the Cioeste comes collaborating with the presentation and regional quarrel of demands and projects – of the cities that integrate it – that they have impact, in the truth, on all the Region Metropolitan of São Paulo.

The Preliminary Notebook of Proposals for the elaboration of the Plan of Development Integrado (PDUI-RMSP) already was approved. In this way, a law project that contemplates this content defined for the cities will be presented the State legislature of the State of São Paulo. The Statute of the Metropolis indicates that, until January of 2018, all the regions respective Brazilian urban metropolitans must develop its PDUIs, whom they need to be lined up to the Municipal Managing Plans of the cities.
